I've got an 07 R&T model and also just discovered last week that the rear seat belts do not lock out for use with car seats. My daughter's car seat has a base unit (uses LATCH system), or the car seat can be used in the old school style of being strapped down with the seat belt.Start by removing the bottom door sill and then if you put the seat down the large side panel should be able to be pulled off. Now you have the issue of repair or replace. More than likely the clock spring has either broken or just come loose from it's outer keeper.
